Rule 1: PHILOSOPHY
The
Philosophy of the Warrenton Youth Sports Club Basketball League, for girls and boys
ages 5-17, is that the atmosphere in this recreation setting should
promote fun, togetherness, learning and good sporting behavior.
Our motto is: ATHLETE FIRST, WINNER SECOND.
Rule 2: DIVISIONS
The
Warrenton Youth Sports Club (WYSC) Basketball League will consist of the
following divisions:

Rule 3: GENERAL RULES
The
National Federation of States High School Association rules and local rules
approved by the
Warrenton Youth Sports Club (WYSC).
1.
The
local deviation in rules for Ages 7-8 are:
a.
There
will be two shot fouls taken from a 12-foot foul line.
b. There is no pressing allowed.
c. Each team is allowed 4 time outs per game.
d. Substitutes will be allowed at the four (4)
minute mark of each quarter. A player may be substituted for if he/she sustains
an injury at anytime during the game or acquires 3 personal fouls in the first
half.
e. Teams must play zone defense.
f. The basket height shall be 8 feet.
g. There will be four, eight-minute quarters,
with a running clock, except when shooting foul shots. There are no overtime periods.
h. A player will foul out after his/her 6th
personal foul.
i. The division will use junior or small ball as
a game ball.
j. No official score will be kept for this division.
2. The local deviations in rules for Ages 9-10
are:
a. Foul shots will be
taken from a 12-foot foul line.
b. There is no pressing
allowed in the backcourt at anytime during the game. The offensive team must be allowed to pass
the ball into the front court.
c. Each team is allowed
4 time outs per game: an additional one in each 3 minute overtime.
d. Substitutes will be
allowed at the 4 minute mark of each quarter and the beginning of each
quarter. A player may be substituted for
if he/she sustains an injury at anytime during the game, or acquires 3 personal
fouls in the first half.
e. There will be four
(4) eight minute quarters with a running clock stopping only during the last 2
minutes of each half, during foul shots and during 3 minute overtime periods.
f. A player will foul
out after his/her 6th personal foul.
g. This division will
use a 285 game ball.
3.
The
local deviations in rules for ages 11-12 boys and 11-13 girls are:
a. Pressing
is allowed during the last two minutes of the 2nd and 4th
quarters.
b. Each
team is allowed four timeouts per game, an additional one in each 3 minute
overtime.
c. Substitutes
will be allowed at the four minute mark of each quarter. A player may be
substituted for if he/she sustains an injury at anytime during the game, or
acquires 3 personal fouls in the first half.
d. There
will be four (4) eight minute quarters with a running clock stopping only
during the last to 2 minutes of each half, during foul shots and during 3
minute overtime periods.
e. A
player will foul out after his/her 6th personal foul.
4.
The local
deviations in rules for boys ages 13-14
and 15-17 and are:
a. These divisions will play
two twenty (20) minute halves with a running clock, stopping only for shooting
fouls and during the last two (2) minutes of each half.
b. Shooting fouls - Clock is to be restarted when the referee
distributes the ball to the shooter, for the second free throw of a two throw
foul, or first free throw when a single throw foul.
c. Substitutes will be allowed
at anytime during the game. A player may be substituted for if he/she sustains
an injury at anytime during the game.
d. Every player in
attendance must play in accordance with the player participation rule 4.
e. A player will foul out after
his/her 6th personal foul.
f. Each team is allowed 4 time outs per game:
an additional one in each 3 minute overtime..
Rule 4: PLAYER PARTICIPATION
1. All
players must play in their own age group and division. A player’s age will be determined as of
September 30, 2006.
2. The coach will play each player
in attendance at games the required time, unless previously discussed with designated
commissioner of that division. ANY PLAYER WHO HABITUALLY MISSES PRACTICES
OR SCHEDULED GAMES MAY BE DENIED THE PRIVILEGE OF FURTHER PLAY OR IN THE
ALTERNATIVE HIS/HER PLAYING TIME CAN RE REDUCDED. If a player is released, he
or she will not be able to play for any other team during the remainder of the
current season, and will not be entitled to a refund from the program.
3. The
time requirements are as follows:
a. ALL
AGES: All players must play the equivalent
of two complete quarters and sit out the equivalent of one full quarter.
b. If
a team has at least seven players, a player can only play a maximum of three
complete quarters. If a team has six players then a player can only play a
maximum of 3
& half quarters.
c. In
the event a player, without prior approval of the Division Commissioner, is not
allowed by his/her coach to play the minimum required time during a game, then
his/her team shall forfeit that game.
d. In the event a player is
allowed by his/her coach to play more than his/her maximum allowable time,
he/she becomes an ineligible player and his/her team shall forfeit the game.
RULE
5: THE DRAFT AND TEAM ROSTERS
1. Each division with the exception of the 5-6
year old group will conduct a draft to select teams. The rules will be established by the
Basketball Committee and announced at the drafts. Each team will be allowed one head coach and
one assistant coach whose child or children will be protected in the
draft. If the coach’s children do not
attend the evaluation, they will be placed on the team starting in position
number one, then two, three, etc.
2. Team rosters will consist of 10 or fewer
players for each division.
3. Team rosters will be established at the end
of the draft.
4. All roster vacancies will he filled from
existing wait list in registration order.
5. The Division Commissioners are responsible
for filling vacancies.
Rule
6: PLAYING DECORUM
1. Only players in uniform will be permitted to
play. The uniform will consist of a
T-shirt with a number, shorts and gym shoes.
The 15-17 age group will have sleeveless or “tank top” shirts. THERE WILL BE NO ALTERATION MADE TO THE
STANDARD ISSUED SHIRTS (EXAMPLE-CUT OFF SLEEVES).
2. Coaches and players will not use abusive
language. Those doing so are subject to removal from the game and from the
league.
3. COACHES AND PLAYERS WILL MAKE EVERY EFFORT TO
URGE PARENTS AND SPECTATORS TO RESPECT THE DECISIONS OF OFFICIALS. THE GAME
OFFICIALS MAY STOP PLAY IN ANY GAME WHEN SPECTATORS, COACHES, OR PLAYERS ARE
GUILTY OF POOR SPORTING BEHAVIOR.
4. All coaches should remember that the official
is the only authority on the floor during the game. The coach will not go on the floor during the
game except if a player is injured and an official calls time.
5. Only three 3 coaches per team are allowed in
the bench area.
6. Only team members will sit on the bench. If players are injured or ill, they may wear
street clothes, however their names must appear in the scorebook and team
roster.
Rule
7: SCORING
1. NO GAME WILL START WITHOUT
AN OFFICIAL SCOREKEEPER WHO WILL BE FURNISHED BY THE HOME TEAM AND AN OFFICIAL
TIMEKEEPER WHO WILL BE FURNISHED BY THE VISITING TEAM. THESE INDIVIDUALS MUST BE ADULTS. The
scorekeeper and the game officials must sign all scoring records. The first and last name of each player shall
be furnished to the scorekeeper by the coaches.
2. All players must report to
the scorer’s table before entering the floor.
3. Referee MUST sign
score book to validate game's final score.
RULE
8: OUT OF LEAGUE PLAY
The Division Commissioner
shall approve all games outside the Division schedule.
Rule 9: PROTEST/PENALTIES
1.
No
protest of officials’ decisions will be accepted.
2. A coach not following
specified rules and regulations will be warned and may be suspended for one
game after the first offense, suspended for one game for a second offense, and
dismissed from the league for a third offense.
3. In
the event a player is ejected from a game, the official in charge of the game
shall immediately notify the appropriate Division Commissioner. The governing organization shall then review
the factual circumstances with all appropriate parties and
could suspend that player for one game for a first offense and from the league
for second or subsequent offense.
Rule 10: PREGAME ACTIVITY
1.
Each
team will have the right to half the playing floor at least ten (10)
minutes prior to their game.
2. The
official will wait 5 minutes after calling “Play
Ball”. If a team cannot put a complete
team on the floor in this (5 players), the game will be forfeited to the team
that can put a complete team on the floor.
If neither team has enough players for a complete team, each team will
take a loss, or make up the game at another time as scheduled by the Division
Commissioner.
3. A
complete roster will be given to the scorekeeper ten minutes prior to the
game. Those absent or excused should be
listed on the scorebook at the scorer’s table.
The coach shall designate his starting five to the scorekeeper 5
minutes prior game time.
Rule 11: GAME SCHEDULES AND TIMES
1.
Coaches
are not authorized to deviate from the official published schedule of games and
practices. All rescheduling of games
shall be done by the Division Commissioner and all rescheduling of practices
shall be done by the Site Coordinator.
Rule 12: GYMNASIUM RULES-GENERAL
1.
No
food or drinks allowed in the gym.
2.
Only proper
athletic shoes will be worn on the gym floor.
3.
All
school equipment will be left alone.
4.
Gym
and premises must be left secure, clean and in the same condition as they were
found. The
home team coach for the last game in each facility shall have
this responsibility.
5.
All
persons who attend games and/or practice at one of the school facilities will
not be allowed in areas not authorized for use by this
program.
6.
If
it snows/ices on Friday or Saturday morning, coaches should consult http://www.wysc.org/
to determine whether the program will be cancelled. The Division Commissioner shall also attempt
to notify each coach in his or her division.
Coaches will then notify their players.
If schools close during the week due to weather or holidays then there
will be no practice.
